Near coasts, ocean and river biomes often have land, while land biomes can be underwater. This is not a bug, but because the map shows the underlying biomes instead of the exact terrain. The coastlines for versions 1.18 and above don't match up perfectly. Always select the version that was used to generate the chunks you're looking at. While it’s just a shell compared to the far more immersive experience you get from the RPG, the Imperial City map is a good representation of a particular location within that game, and on a decent scale at that. Most of the buildings have interiors built as well, which means hours of exploration for those who haven’t already played the Elder Scrolls game. The stores are there, even if they aren’t carrying any stock. Naturally, if you’ve already played through Oblivion, then you’ll have a better idea of the cityscape.
